Stakeholders

The Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

Amtrak CascadesAmtrak Cascades provides passenger train service in Oregon and Washington connecting 18 cities along the I–5 corridor including Seattle, Portland, Vancouver, BC, and Eugene, Oregon. Amtrak has a station in Kelso/Longview. Does editing work?
BNSF RailwayBNSF Railway provides intermodal freight service in the Longview–Kelso area that connects to Canada, Mexico, and all corners of the US.
CC RiderCC Rider serves as the regional transit system for Columbia County in Oregon. They are the transit provider for the Rainier, Oregon part of the MPO area. They provide fixed route and dial–a–ride services. Their fixed route service includes stops in Longview/Kelso and Portland, OR.
City of KelsoKelso is the county seat of Cowlitz County. It is located in southwestern Washington on Interstate 5 at the confluence of the Cowlitz, Coweeman and Columbia Rivers. Kelso is 48 miles north of Portland, 125 miles south of Seattle, and 80 miles east of the Pacific Ocean.

The business and tourist travelers on Interstate 5 and the tourists traveling to the ocean on State Route 4 provide an additional market for Kelso businesses.

Kelso is very accessible with a freeway (I–5) through the east portion of the city, an Amtrak station in downtown, Burlington Northern freight service, a municipal airport in South Kelso, and navigable water access via the Columbia River. In addition to I– 5, Kelso is located at the junction of State Highways 4, 411, 432 and 433.
City of LongviewThe City of Longview is the largest city in the metropolitan planning area. Manufacturing in Longview accounts for 19% of the employment and easy access to the Columbia River, Interstate 5, and the west coast railways has attracted a rapidly diversifying manufacturing base. Longview is located at the junction of State Highways 4, 411, 432 and 433.

The abundance of timber around Longview provides the city's major employers with timber products. Other major manufacturers in Longview include newsprint and chemicals.

The Port of Longview has eight marine terminals handling a wide range of cargo from windmills, pencil pitch, calcined coke, pulp bales, lumber, grain, logs and steel. The Port is 66 miles (106 km) from the Pacific Ocean.
City of Longview Public Works DepartmentLongview's Public Works Department provides public services to the Longview community and its citizens. Public Works is responsible for planning, designing, constructing, maintaining and administering services related to the City's infrastructure systems.
City of RainierRainier is a city in Columbia County, Oregon on the south bank of the Columbia River across from Kelso and Longview, Washington. Rainier is the smallest city in the MPA.
Clark County Public WorksClark County is a neighboring county to Cowlitz and has a robust ITS system in place that is a good resource for our area and there is the possibility of integrating with thier system.
Columbia and Cowlitz Railway– Patriot Woods RailroadThe Columbia & Cowlitz Railway and Patriot Woods Railroad ( "CLC") connect and operate as one railroad over a total of 31.3 track miles in southwest Washington. The CLC interchanges with the Union Pacific (UP) and BNSF through the Longview Switching Company (jointly owned by the UP and BNSF) in Longview, Washington. The Patriot Woods Railroad interchanges directly with the CLC railroad.

The CLC owns a locomotive repair facility on the Weyerhaeuser plant site in Longview – the facility has three tracks with an overhead crane.
Columbia County Public WorksColumbia County Public Works provides transportation services across Columiba County which includes the Rainier, Oregon portion of the MPA.
Columbia County Sheriffs OfficeThe Sheriff's office is responsible for police services in the unincorporated portion of the county. Services include patrol, criminal investigation, and emergency response.
Columbia River Fire and RescueColumbia River Fire & Rescue serves approximately 200 square miles of Columbia County, Oregon. St Helens, Columbia City, and the City of Rainier reside within its borders. CRF&R operates out of 7 stations, providing fire, rescue, and life–saving medical transport services.
Consolidated Diking Improvement District Number 1Consolidated Diking Improvement District No. 1 (CDID #1) is a special purpose district pursuant to Chapter 85.15 of the Revised Code of Washington (RCW). CDID #1 was formed in 1923 as a consolidation of seven smaller diking and drainage districts in the area.
Cowlitz 2 Fire and RescueKelso, Washington is home to Cowlitz 2 Fire & Rescue, a combination Career and Volunteer department that serves the city and the unincorporated areas around Kelso and Longview. The city of Kelso covers 8.5 square miles, but Cowlitz 2 Fire & Rescue is the primary response organization for over 150 square miles in the city and surrounding county. Cowlitz 2 also provides the region's Hazardous Materials Response Team
Cowlitz 911 Public AuthorityProvides countywide 911 emergency and non–emergency communications and dispatch services including 911 emergency communication system. Effective January 1, 2019
Cowlitz County Public WorksCowlitz County Public Works provides transportation services across Cowlitz County which includes portions of the MPA.
Cowlitz County Sheriffs OfficeThe Sheriff's office is responsible for police services in the unincorporated portion of the county. Services include patrol, criminal investigation, and emergency response. It also includes the Department of Emergency Management (DEM).
Cowlitz Indian Tribe Transit ServicesCowlitz Indian Tribe Transit Services provides Dial a Ride Service in rural areas between
South Lewis and Cowlitz Counties serving Tribal Members and General Public with service up to 20 miles from the I–5 Corridor.
Cowlitz–Wahkiakum Council of GovernmentsThe CWCOG's purpose is to serve our members by providing a regional forum to address issues of mutual interest and concern, develop recommendations and provide a wide variety of technical and contractual services. CWCOG is the federally designated Longview–Kelso–Rainier Metropolitan Planning Orginazation (MPO) and serves as the Southwest Washington Regional Transportation Planning Organization (RTPO) for Cowlitz, Wahkiakum, Lewis, Pacific, and Grays Harbor counties. The CWCOG's role in ITS is to coordinate development of a regional infrastructure.
Federal Highway Administration (FHWA)Provides oversight and guidance for Federally funded highway projects and ITS architecture.
Federal Transit Administration (FTA)Provides oversight and guidance for Federally funded transit project and ITS Architecture
GreyhoundGreyhound's provides affordable long distance bus travel in North America and a unique national network. Greyhound also operates BoltBus, serving the Northeast and Western regions of the United States.
Human Services CouncilOperates the 1 call 1 click resource center which is a trip planning to help those with transportation needs find rides from point A to point B. Thier mission is to support the community in accessing transportation resources, information and services, and develop partnerships that support accessible mobility options for all.

This website helps people find transit and human services transportation resources, as well as learn more about the resources that are available in their local communities.

1/1 TRC Volunteer Program: A volunteer program to help people with one–on–one advice on how to find appropriate transportation options. Different volunteer roles include phone volunteers, email volunteers, and outreach volunteers. See the "Volunteer with Us!" page for opportunities!
Kelso Longview Chamber of CommerceThe chamber works to create a successful economic environment within the community and to represent members' interests at local and state government.
Kelso School DistrictProvides K–12 education for the Kelso area.
Life Flight NetworkLife Flight Network offers ICU–level care during air transport across the Pacific Northwest. EMS helicopters typically operate within a 175–mile radius of their base, but have the capability to fly longer distances. Fixed–wing aircraft can transport patients throughout the nation.
Longview School DistrictProvides K–12 education for the Longview area.
Lower Columbia Community Action Program (CAP)Lower Columbia CAP provides fixed route service to Kalama, Woodland, Castle Rock, Vancouver, and the Lexington areas into Longview and Kelso. They also provice senior transportation and medicaid services to get rural residents in Cowlitz and Wahkiakum counties into Longview/Kelso.
Lower Columbia Community CollegeThe college is a comprehensive community and technical college offering 70+ programs and serving approximately 3,000 students.
Lower Columbia River Harbor Safety CommitteeThe Lower Columbia Region Harbor Safety Committee (LCRHSC) is an open forum comprised of public and private stakeholders in Oregon and SW Washington with vital interests in assuring safe navigation to protect the environment, property and personnel on the waterways within the Lower Columbia Region.

ODOT HeadquartersODOT Headquarters is responsbile for statewide operations for Oregon State.
ODOT Region 1Region 1 serves all of Clackamas, Multnomah and Hood River Counties and eastern Washington County. It may also provide ITS services in Columbia County
ODOT Region 2The Oregon Department of Transportation's Region 2 is responsible for the safety, construction and maintenance of almost 25% of state highway miles that cover the Willamette Valley, North and Central Coast, Coast Range and Central Cascade passes.

Region 2 serves Clatsop, Columbia, Tillamook, Yamhill, Polk, Marion, Lincoln, Benton, Linn, Lane and western Washington Counties.
Oregon State DOT (ODOT)ODOT provides statewide transportation services across the state of Oregon.
Oregon State Police (OSP)The OSP provides a uniform presence and law enforcement services throughout the state of Oregon, with a primary responsibility for crash reduction, crime reduction, and other transportation safety issues; as well as to respond to emergency calls–for–service on Oregon's state and interstate highways.
PeaceHealth St. John Medical CenterLongview–based PeaceHealth St. John Medical Center and Medical Group provide
comprehensive specialty care for more than 190,000 patients per year in Cowlitz County,
Wash. As one of community's largest employers with more than 1,500 caregivers and 260
active medical staff members, PeaceHealth St. John offers dozens of medical specialty
services and programs including emergency and trauma services.

Regional Transportation Council (RTC)Regional planning agency serving Clark, Skamania, and Klickitat Counties. RTC has a regional architecture in place for Clark County which is the county south of Cowlitz along I–5. Theres a possibility some ITS services in Clark County may be shared with our region.

RTC manages the VAST CIC which addresses the sharing, maintenance, and standards for communications infrastructure and equipment. It is represented by the agencies but is made up of both transportation and communications technical staff. The Committee has worked over the last several years to develop agreements and set common standards for fiber, equipment, and communications infrastructure.

The VAST agencies enhance ITS integration through real–time sharing of video, traffic detection, and incident data between WSDOT, City of Vancouver and Clark County for better management of regional traffic operations between agencies.

Employers, commuters, event–goers and parents of school–aged children will all benefit from this "best in class" service. RideshareOnline.com is the gateway to free information on travel options and incentive programs for commute and non–commute trips. It also offers tools for employers to implement effective commute reduction programs.

RiverCities TransitRiverCities Transit serves as the local transit system provider for the cities of Longview and Kelso. They provide fixed route and paratransit services within the MPA.

Southwest Washington RTPOSouthwest Washington Regional Transportation Planning Organization is comprised of Cowlitz, Grays Harbor, Lewis, Pacific and Wahkiakum counties. The SWRTPO conducts regional transportation planning activities covering a wide array of transportation–related issues.
Traveling Public 
Wahkiakum on the MoveWahkiakum on the Move serves as the regional transit system for Wahkiakum County. They provide fixed route and medical transportation including service into Longview/Kelso.
Washington State DOT (WSDOT)WSDOT provides statewide transportation services across the state of Washington.
Washington State Patrol (WSP)The WSP is responsible for enforcing traffic laws, investigating collisions, and assisting motorists on the state highways of Washington State.
Washington Trucking AssociationThe WTA is the Washington trucking industry's information center and spokesperson; providing services tailored to its trucking industry members and keeping them informed
WSDOT HeadquartersWSDOT Headquarters is responsbile for statewide operations for Washington State.
WSDOT ITS Communication and Wireless Technology OfficeThe Intelligent Transportation Systems (ITS) Communications & Wireless Technology office provides communications system planning, analysis and design. It also provides site, project and asset management.
WSDOT Southwest RegionOwns and operates traffic signals as well as other ITS infrastructure in the region.
