Fiscal Agent Services

The Cowlitz-Wahkiakum Council of Governments as a public agency and through inter-local agreement, is qualified to act as fiscal agent for other public entities. Currently, CWCOG fulfills the role of fiscal agent for the Cowlitz County Community Public Health and Safety Network (Network Board).

Block Grant Administration

Councils of governments or regional councils are one of two agencies authorized without a bid process to fulfill the administrative duties for Community Development Block Grants (CDBG). CWCOG has administered two construction grants, monitored for Davis-Bacon requirements for an additional two, and through contract, aided in other aspects of numerous CDBG planning grants.

Grants Management

The Council of Governments as a governmental unit is qualified to receive funding from state and federal agencies. The COG has administered and managed numerous federal and state grants, meeting the diverse programmatic and financial requirements of each grant and maintaining a clean audit history.
